Raganald (Reggie) Ivey                                            Board Chair

Reggie Ivey, with over two decades of dedicated service at the Tulsa City-County Health Department (TCCHD), has held the role of Associate Executive Director for eleven years. 

For more than fourteen years, Ivey has been a tireless advocate, raising awareness about the health disparity gap between North and South Tulsa. He emphasizes the importance of addressing social determinants of health to bridge this divide. Recognized as an expert in the field, he frequently leads panel discussions and delivers talks on health disparities and equity.  Ivey is deeply committed to identifying the root causes of societal challenges to break the cycle of poverty and poor health for future generations. 

Ivey holds a bachelor's degree in Psychology and Communication from Northeastern State University and a Master's in Human Relations with a focus on Organizational Development from the University of Oklahoma. He has completed additional postgraduate studies in Organizational Leadership, and participated in specialized training as a National Public Health Leadership Institute Fellow at the University of North Carolina at Chapel Hill.

Reggie Ivey is deeply engaged in the Tulsa community, actively participating in various local, state, and national organizations. He currently serves on the Boards of the John Hope Franklin Center for Reconciliation, the Booker T. Washington Distinguished Hall of Fame, and the Be Well Community Development Corporation, where he serves as Board Chair. Reggie was married to his late wife Ida for 24 years and is a proud father of two young adults, Jeremiah and Kaiden.


Toneille Bent                                                            Board Vice Chair

Toneille Bent serves as Vice President – New Site Development, with national education non-profit City Year. A self-defined “organizational culture, people, and engagement expert,” she’s held roles in management and HR during her time with organization. Toneille began her career working in the private sector and segued into education full-time in 2005 as a middle school Spanish teacher in North Tulsa. A certified life and executive coach, she is also the founder of Essence-tial (pronounced “essential”) Truths Coaching and Consulting, LLC. Toneille is a deeply people-focused leader with a proven success in building positive, impactful relationships.

Ever a learner, Toneille is a doctoral student at Oklahoma State University, pursuing a Ph.D. in Social Foundations of Education. She holds a BA in Spanish from the University of Tulsa and a Master’s in Human Relations (MHR) from the University of Oklahoma. A native of Jamaica, she came to America as a young girl and calls herself a “border crosser” in the most literal and figurative senses, which gives her a strong ability to connect well with people across lines difference. Her greatest joys are her family and loved ones, being an auntie/godmother, travel, music, dancing, and good food!


Christopher Elmore, RFC                                          Board Treasure

Christopher Elmore is the President of Smiley Elmore & Associates, Investment and Insurance and is an Investment Advisor Representative as well as a Registered Representative through Money Concepts Capital Corp. Christopher is married to DeVon, Office Manager at Smiley Elmore & Associates and a retiree of American Airlines as a ticket agent. They have been married for 16 years and have four children: Jordan, Sydney, Jewels, and Gabrielle. Christopher volunteers and mentors at local area schools and enjoys spending quality time and traveling with family. Christopher is the NEA Retirement Specialist for NEA, The National Education Association and the Financial Consultant to the (TCTA) Tulsa Teachers Classroom Association, the local National Educators Association. Also, a Board of Directors member for Skillz on Wheelz.


Joyce McClellon, Ed.D.

Board Member

Joyce McClellon started her professional career at American Airlines as a Commodity Manager. After earning her master’s degree from the University of Oklahoma, Joyce taught part-time classes at Tulsa Community College and Langston University. Joyce also taught Human Resource Management classes to Tinker Air Force Base directors and managers through Langston University.

She later started her economic development work while at the City of Tulsa as the Minority Business Coordinator where she assisted entrepreneurs in doing business with the City of Tulsa and other state and federal agencies. She then became a devoted employee at Tulsa Tech.

Joyce earned her doctoral degree in Occupational Adult Education from Oklahoma State University in 2006.

Joyce is currently the Chief Development & Diversity Officer for Tulsa Tech. In this position, Joyce is responsible for engaging with the educational community, civic and business leaders to improve student access and success in Tulsa Tech training programs. She develops and cultivates partnerships with schools, colleges, chambers, non-profits, businesses, and philanthropies, that support our strategic initiatives and student placement. And she is responsible for coordinating and establishes our Diversity and Respect core values.


Emily Scott

Board Member

Emily Scott is an AICP Planner with over five years of serving communities in the positive development of their built and social environments. Currently serving as the Director of Planning & Vitality for Downtown Tulsa Partnership, Emily’s work focuses on the enhancement of Downtown Tulsa’s public realm to forward their mission of championing a prosperous, vibrant and inclusive Downtown. Previous to DTP, Emily has held various roles in neighborhood revitalization, affordable and subsidized housing advocacy, and bookkeeping. She holds a Bachelor’s in Economics from Winthrop University and a Master’s of Urban and Regional Planning from Portland State University. She lives in Kendall-Whittier with her partner, Jess, and their very spoiled dog, Churchill.



Donna Walker

Board Member

Donna Walker is currently Lilyfield’s EmpowerTulsa Manager, and has worked with Lilyfield since 2019. Her focus is providing skills to students and parents so that there would not be any reason for the family to enter into the Child Welfare system. She was a Child Welfare Specialist and has worked in this industry since 2014. Although she has focused on children and their safety through home placements, foster care and training families in adapting to these environments, she has also worked with adults for 8 years in a more legalize arena. Donna has worked as a Case Manager as well as a Probation and Parole Officer in the Turley, Avalon and Oklahoma Department of Corrections. Prior to this, Donna was the Associate Director for the Margaret Hudson Program working with young girls. Donna earned her Bachelors of Science Degree from Oklahoma State University. She has earned many Certificates from Law Enforcement Education and Training, Cultural Diversity, Youth Empowering Students and OC Spray Instructor. Donna is widowed, has a daughter, Danisha, and a son, Darryl II, Donna Walker resides in Tulsa, OK.


Kandy Whitley-White

Board Member

Kandy Whitley-White is the Health Equity Director at the Tulsa Health Department, directing Be Well CDC, which focuses on eliminating health disparities in North Tulsa. Her primary goal is to address systemic barriers like racism, poverty, and ineffective policies that hinder people from achieving good health in Tulsa County. Previously, she worked as the Cross-Sector Facilitator for the TSET Healthy Living Program, collaborating with various partners to create programs focusing on tobacco use, physical activity, and nutrition.

Originally from Tulsa, Kandy spent 15 years in Portland, Oregon, kickstarting her non-profit career and raising her family. Returning to Tulsa 14 years ago, she has been committed to serving marginalized communities, addressing systemic disparities, promoting civic engagement, and supporting economic development to break the cycle of intergenerational poverty.

With over two decades of experience in community development and organizing, Kandy possesses a deep understanding of the essential elements needed to foster prosperity in North Tulsa and enhance community capacity for positive change. Her personal mission is to shift the focus from merely preventing negative outcomes to actively realizing the aspirations of the community.

Kandy is a graduate of Thomas A. Edison High School and holds a BA in Organizational Communication from the University of Tulsa.


JaVonna Reed

Secretary

JaVonna Reed is currently, the administrative assistant for the Health Equity Office at the Tulsa Health Department. She is originally from Dallas, Texas though raised right here in North Tulsa. The development and the people in this community are her passion and are one of her many motivators for returning to school.

JaVonna is currently enrolled at Tulsa Community College and her goal is to get her  master’s degree in Social Work at OSU. She married her high school sweetheart in 2016 and together they own Reed Family Heating and Air Conditioning. Some of her hobbies include spending time with family and friends, traveling, doing laundry, and singing in her church choir.
